- Since then, the Telecommunications Act of 1996 paved the way for Competitive Local Exchange Carriers (CLECs) to provide alternatatives for customers of the current Regional Bell Operating Companies (RBOCs). At that time, 123.net switched service to CLECs. Soon enough, 123.net partnered with a CLEC to provide its managed modem product along with being able to provide voice services such as calling card applications and T1/PRI solutions.
