Nadia Carlyle has been given a two-year Asbo after neighbours complained about her noisy dogs.

Carlyle, of Dechmont Cottage, Lydbrook, was also fined £300 with £500 costs for failing to comply with a noise abatement notice.

At Cheltenham Magistrates' Court, she pleaded guilty to three breaches of the noise abatement notice under Section 80 of the Environmental Protection Act 1990.


The court heard environmental protection officers from Forest of Dean District Council first received complaints about excessive dog barking and howling from up to 30 dogs kept at Dechmont Cottage in March 2006.

Carlyle kept Utonagan dogs, which are bred to look like wolves. Her website names her as the chairwoman of the Utonagan Society.

The house was monitored by officers and neighbours and on August 1, 2006 a statutory noise nuisance was witnessed. Carlyle was then served with a noise abatement notice.

It meant she had to exercise control over the dogs and stop them barking and howling excessively.

Between August 2006 and May 2007, Carlyle breached the notice five times, JPs were told.

A two-year post-conviction Anti-Social Behaviour Order was issued which allowed Carlyle to keep no more than two dogs of the same sex in the Forest.

Matt Kirby, divisional environmental protection officer for the district council, said: "The officers involved in the case devoted considerable time and effort trying to help Miss Carlyle understand what she was required to do to comply with the notice.

"However, she did not communicate with the officers despite repeated attempts to establish any form of dialogue.

"The noise persisted over a long period of time and we felt that, as Miss Carlyle was not responding nor complying with the conditions of the notice, then there was no option but to commence prosecution proceedings for the protection of other local residents in Lydbrook."

Roger Garbett, head of environmental health at the district council, said: "This is the first post-conviction Asbo of its kind in Gloucestershire.

"While we'll make every effort to assist people to comply with the law, we're prepared to take the necessary steps to protect the excellent quality of life our residents enjoy."

It is thought Nadia Carlyle has moved out of Lydbrook.

Her former neighbours welcomed the conviction. Darren Lyne, 42, said: "There were way too many dogs for that small place.

"It wasn't good for residents. The dogs were raised on raw meat and it smelt rotten on hot days."

Diana Dewe, 69, said: "It went on for a couple of years. The dogs started barking at about 5am, sometimes earlier."

Reader comments My name is Dawn and I am the Breed Advisor for 'The Utonagan Society' I have to point out that though your article refers to Miss Carlyles website stating that she is the Chairwoman of The Utonagan Society, this information is incorrect!!!! Miss Carlyle was removed from her Commitee position in June 2006 and indeed her membership was also revoked at this time, as we the Committee were contacted by the various authorities involved and also concerned members of the pubilc alerting us to the conditions that these dogs were living in. As with the FODDC we the Committee of TUS firsty tried ALL MEANS to assist her and offer support in order that she could improve her situation and that of her dogs, however all advice and offers of help were refused and the situation became worse. This resulted in us having to dissaociate with Miss Carlyle. Just to clarify Miss Carlyle is not associated with The Utonagan Society nor is she a registered or accredited breeder with us. We at TUS have assisted the authorities involved to the best of our abilities, in the hope that the dogs concerned can eventually be placed into more suitable knowledgable caring homes. dawn, Cumbria
