About The John William Pope Center for Higher Education Policy

The John William Pope Center for Higher Education Policy was founded in 1996 as a project of the John Locke Foundation, North Carolina's pro-freedom public policy think tank. Named for John William Pope, who served on the UNC-Chapel Hill Board of Trustees, the Center seeks to bring innovative thinking and critical analysis to the field of higher education, in North Carolina and across the nation.

In 2003, the Pope Center became an independent organization.

While a great deal of attention is given to the nation's primary and secondary educational problems, higher education is relatively little discussed. It is frequently said that America's colleges and universities are the best in the world. That may or may not be true, but the right question to ask is whether our colleges and universities are the best that they can be. Spending on higher education has been steeply rising over the last three decades, but are the benefits worth the costs? Do students, parents, and taxpayers get their money's worth? Has higher education damaged itself by attempting to be all-inclusive?

Directed by George Leef, a former legislative aide and college professor, the Pope Center issues Inquiry research papers on such issues as finance, faculty compensation, capital needs, tenure, and curriculum reform. Leef and other staff members have testified before the General Assembly, appeared on numerous radio and television programs, and been quoted in major N.C. newspapers as well as The Chronicle of Higher Education and the journal Academic Questions.
