PICTR was started in 2004 as a way to organize and publicize noteworthy ideas about international development and ICT (Information and Communication Technology). The site is regularly maintained, experimented with, redesigned, broken, and repaired by Chris Blow of Blast.com, (primarily nonprofit web stuff). Being a web developer, I focus mostly on network-based technologies, web design tutorials, relevant academic publications and visual communication (especially maps).
