Los Ojos de DIos has been constituted and incorporated both in Mexico and the United States. It is a non-denominational, non-profit association, under 501 (c) (3), that will operate and provide service free of charge, based on a reliable sponsorship and fund raising program.


We have been touched, moved and restlessness is something we both share towards the unmet need of the growing number of abandoned babies-children, found every day in the streets of our border city, Cd. Juárez, Chih. MX, in public bathrooms, trash cans, in building hallways, and doorsteps. They also carry the burden of physical/emotional disability, and share society’s indifference when they are ignored and rejected, without the hope for rehabilitation, let alone the chance for adoption.


This is what has kept us working steadily for the past four years. We have grown from within, strengthened our structure and organization, to become the sound foundation we are now, ready to move on. Our objective is twofold. One, it will solve an immediate need, which is rescue, shelter, and rehabilitate these babies, from 0 to 7 years of age, according to their own personal situation, so that they become independent, sound individuals, thus an active part of society, preparing them as candidates in our Adoption Program. Second, it is also preventive, as potential benefit to our community as a whole. Should these lives not be rescued and turned around 180 degrees by providing them an environment of love and education, they will most likely end up wasted. Chances are they will be the outlaws of tomorrow, thus endanger the future of our society. Also, due to insufficient local and state resources, ODI will provide therapy service to other community centers, by sharing our facility, manpower, and specialized equipment, while they follow their own particular programs


Our state-of-the-art facility will provide the children under our care with their own private space. They will be raised based upon a comprehensive program, and provided formal education by certified Montessori guides. Their living area will be divided into twelve modules, for one family of 15 members each, plus two adults (parents) in charge.

There are now 29 shelters in Juárez. However, ODI will be the only one of its kind. Under its unique facility, size, and design, children will also be medically treated, and formally educated. Hence our initiative has been welcomed and supported by the states that form one big community, Chihuahua, Texas, and New Mexico. The high rate of underprivileged children found without care and attention, make our center not an option, but an urgent necessity.


The project was designed by Architect Javier A. Terrazas, Dean of the College of Architecture of UACJ (University of Cd. Juárez), and Architect Pedro Pérez Rodríguez, winner of Chihuahua State Award “Residential Building Technology – 2004”, who is personally directing and supervising the construction of ODI. We have also been supported by the Municipal and State Governments, Fondo Empresarial Chihuahuense (FECHAC), as well as private groups, such as “Grupo Cementos de Chihuahua”, and individuals who have taken our project as their own personal social responsibility.


Also, based on our interest towards the conservation of environment, ODI is at present seeking certification by “The Kyoto Protocol”, as ecological model in Mexico, given the special characteristics of its building.


The first of three phases is being constructed at present. Each one will shelter and rehabilitate 60 babies at the time and provide ambulatory service to others as well. Once all three phases are completed, our goal of caring for 180 children will be achieved.


We have been able to establish a time-table for this first phase, thanks to a State Government grant. We are responsible for raising the remainder of the cost, therefore, we are currently working very hard on our fund-raising program and, at the same time, looking for financial aid through funding from private and government social development foundations, so that we may be able to open doors this spring 2008.
