- Jet Charter International was incorporated in late 1990 with the purpose of obtaining an FAR Part 135 certificate for the operation of a Learjet 24 for Mr. Eugene Stoner, our first client and inventor of the M-16 rifle. During the next year and a half, with the help of the very knowledgeable and capable Terry Phillips and Paul Bosshold from P&M Computer Services in Ormond Beach, Florida, we completed the construction of the company operations and training manuals. Final approval was received and after conducting FAA Proving Tests out of the Ft. Lauderdale Flight Standards District Office we received certification on April 1, 1991.
