Description

Israel Ports Development & Assets Company Ltd. (IPC) is responsible for the development of Israel's three commercial seaports in Haifa, Ashdod and Eilat and for providing them with the necessary infrastructure which will allow them to efficiently and competitively handle Israel's international maritime trade. In additional to managing some of the country's largest infrastructure development projects, the company acts as Israel's port property landlord, managing the government's assets allocated for the handling of international maritime commerce.

The IPC commenced operations during February 2005 pursuant to the government's port reform legislation enacted during 2004. The port reform program mandated by the legislation is one of the most important structural changes carried out by the government. The objective of the port reform is to generate competition in the sector and thereby improve the efficiency and level of customer service at Israel's ports. The legislation abolished the existing Israel Ports Authority and replaced it with four companies - the IPC (which has received responsibility for most of the former IPA's property management and development activities) and three port operating companies, one for each port. In addition, the legislation placed responsibility for regulatory oversight of the four companies on a newly created Shipping and Ports Authority under the jurisdiction of the Ministry of Transport.

A nine-member board of directors governs the IPC, which operates pursuant to the Shipping and Ports Law 2004 and the Government Companies Law.
