In his first term as U.S. Congressman for Texas district 28, he has been one of the most successful members in Congress, and by far the most effective Representative of his freshman class. He passed six out of six amendments, three of which have been signed into law. In just over a year's time, more than $850 million in funding for local projects, including grants, transportation funding and appropriations earmarks, have been brought into the district..

He was Texas’ 102nd Secretary of State, a 14-year veteran of the Texas Legislature who the Dallas Morning News called one of the “seven best,” “Legislator of the Year,” and Chair of the House Appropriations Subcommittee on Education. A favorite son of Laredo, a city that has honored him as “Laredoan of the Year,” “Distinguished Citizen of the Year,” “Humanitarian of the Year,” and named a public elementary school, a charter school, and a youth center after him.

He holds a Ph.D. in Government, a Law Degree, a Masters in International Trade, a Bachelors in Foreign Service and an Associates in Political Science. And he’s fighting in Congress for the 28th Congressional District's working families of South Texas.
