- Narconon was established in Santa Cruz County a little over a decade ago. The Narconon program as a whole has existed for over 30 years. The Narconon Program was begun by an inmate in Arizona State Penitentiary in 1967. William Benitez, Narconon Founder, once said he always remembered the addicts most treasured conversation, "one of these days I'm going to quit. . . ". He set out to overcome his own struggles with drug dependency and to help his fellow inmates as well.
