CPCAP established the first Philippine Online Dispute Resolution (PH-ODR) – an online “multidoor courthouse”, to promote use technology in dispute resolution for speedy and inexpensive resolution of disputes outside of the court system. Asia Foundation funded CPCAP’s PH-ODR while Microsoft Philippines joined the effort as the technology partner, providing key assistance in software development. During the pilot implementation phase, scheduled to run until July 30, 2004, the CyberNet Group (CNG) shall be hosting the PH-ODR’s data hub. PH-ODR shall also soon be integrated with the I-reklamo system of the Department of Trade and Industry, providing consumers with the option to resolve disputes online. The I-reklamo system is presently limited to complaints’ receiving, and PH-ODR will not only provide greater functionality to the service but will also expand the effective geographic reach of DTI’s dispute resolution capability. In order to develop consumer awareness of this service, PH-ODR will be promoting its service through members of the Philippine Retailer’s Association. As franchise disputes had been identified as a focus area of PH-ODR, it entered into a Memorandum of Agreement with the Philippine Franchise Association (PFA) for the use of PH-ODR’s service by PFA members and their franchisees.
