Dr. Offutt was raised in Odessa in West Texas. After high school, he attended Tulane University and graduated with a BA degree in Liberal Arts.

Dr. Offutt then attended dental school at the University of Texas Dental Branch in Houston where he received his DDS degree in 1968.

After dental school, Dr. Offutt served as a Captain in the United States Air Force. He was stationed in England for three years during that time.
