Description

Personnel and Labor Relations Consultant, 1983 to present. Serve as chief negotiator for school boards and public sector employers including cities and water districts Represented employers in mediation and fact finding. Appeared before the Public Employer Relations Board in unit determination and unfair practice cases. Conducted training programs. Prepared reports on personnel matters including job classification studies and salary surveys.

Directed personnel and collective bargaining functions in a two college, 1200 employee district. Served as chief nego­tiator for the district with classified (CSEA) and certificated (CTA) personnel; implemented contract and administered grievance procedure. Represented district in mediation, ar­bitration and Public Employee Relations Board (PERB) cases. Conducted "meet and confer" sessions with non-un­ion personnel. Assisted in preparation and implementation of affirmative action policies and procedures. Prepared per­sonnel policies. Administered health and benefit plans. Conducted training programs and related workshops. Participated on local and regional committees as a representative of District.

Coordinator of Personnel Services. Responsible for prepa­ration and direction of personnel programs in a ten college, 14000-employee system. Served as representative of Chancellor to Personnel Committee of Board of Trustees. Negotiated and administered collective bargaining contracts for professional and non-professional employees. Chaired meetings with college staff representatives on personnel and collective bargaining matters. Served as Affirmative Action Coordinator for the System. Represented colleges at meetings of governmental task forces relating to personnel, collective bargaining, and affirmative action. Reviewed and recommended wage policies for professional staff.
