History of the partnership
The National Safety Camera Scheme was first set up in 2000. Eight pilot partnerships took part in a trial that allowed some of the money from speeding fines to be reinvested back into targeted speed enforcement and red light camera enforcement at known casualty hot-spots. This process is often referred to as hypothecation or netting off. After successful completion of the trial period, the Government announced national roll out in August 2001. In April 2003 the scheme was launched in Cheshire.
