Today the crucial resource of the economy and the enterprises is knowledge, creativity and innovation. The binding elements and the mobilising forces are the 'employed entrepreneurs' or 'knowledge leaders' , who are considered under employment law as employees but carry out entrepreneurial tasks. These managers perform in companies and organisations in all economic and social fields essential duties which involve a particularly high degree of responsibility, competence and professionalism in the management and implementation of corporate and institutional objectives.

This is what the CEC stands for because leaders of this type, or executives and professionals, are not a singular phenomenon, in fact they have shared sociological characteristics and interests. These aspects were pointed our in detail by the Gil Robles Declaration in 1993. It seems obvious that this group of employees will increase with the ongoing development of information and communications technologies and in the context of the development of new forms of labour organisation.

They obviously also have specific needs, interests and contributions to make. The representation of the interests of the executives can understandably not be taken over by the traditional unions, nor by the employers' federations, but only by their own special professional federation. This independence is furthermore justified by the fact that managerial staff would always remain a minority in traditional trade unions and their needs could not be dealt with satisfactorily. The CEC, the European umbrella federation for professionals and executives, has made this task its own. By independently defending their opinions and interests they never exclude dialogue with other parties.
