Cathcart's initial expertise was in telecommunications infrastructure development for clients such as Time Warner Communications (Bright House), State of Florida Joint Task Force (under DMS), Polk County, Alltel Cellular, Nextel, Bright Star Communications, QWEST, OPM-USA, Motorola, and American Tower.
