My philosophy is to design sites that present information in a fast-loading, easily-readable, visually-pleasing format that is viewable in a wide variety of browsers (Firefox, Opera, Netscape, Mozilla, MS Internet Explorer). Most pages that I create are designed for viewing at a screen resolution of 800 × 600. I use tables to format most pages and I make moderate use of JavaScript. I use frames sparingly and appropriately, and I do not use Flash or Java applets at all.
