- Clifford “Tip” Rahm founded Bottom Liner in 1987. Tip was a retired aerospace engineer who owned a sailboat and grew tired of relying on divers to clean his hull. He designed and built the first Bottom Liner in his driveway. Word of the product quickly spread and he soon needed a warehouse to fill his orders.
