Iran Sanctions Enabling Act (H.R. 1327) Passes in House of Representatives On Wednesday, October 14, 2009, the House passed the Iran Sanctions Enabling Act (H.R. 1327) by a vote of 414-6. The bipartisan bill was introduced by House Financial Services Committee Chairman Barney Frank (D-MA) and Rep. Mark Kirk (R-IL) and authorizes state and local governments to divest the assets of their pension funds from foreign companies investing more than $20 million in Iran's energy sector.
