The 21st century is characterized by a globally integrated economy and rapid technological change: Capital, labor, information and technology are more mobile than at any time in human history. As market forces dissolve the sovereignty of nation states, the factors vital to prosperity flow to regions around the world where they are treated most hospitably.
Our region, the Old Dominion, faces grave challenges. Our system of state and local government evolved hundreds of years ago to serve the needs of an agricultural society. Our institutions were updated to meet the demands of the industrial era, but they have not yet adapted to the requirements of fast-moving, digital technology in a globally competitive economy. Unfortunately, our public discourse is still dominated by the partisan rhetoric, honed in the distant past, of Republicans vs. Democrats, liberals vs. conservatives, so the structural flaws in the system are only dimly understood.
It's time for Virginians to commence a new discourse. We must examine how a global economy and digital technologies transform our state, our communities and our institutions of governance. We must set new goals and higher standards. We must subject the actions and utterances of our political, civic and business leaders to a critical eye. Bacon's Rebellion provides a forum where that discourse can take place.
