Elected from entire region, to NCO In Charge of Department of Treasury/Department of Defense Veterinary Services to the International Front Royal Virginia Narcotics Training Center. Implemented and supervised initial contracts and agency agreements to establish a new Army Veterinary Hospitial on-site, and coordinate medical programs for all K-9 candidates filtered through the training center. While supervising, the project saved Department of Treasury approximately 500,000.00 per year in veterinary expenses. Worldwide operations maintained over 500 K-9 candidates on-site year around.

On April 25, 1892, William P. Chaffinch, who operated a 'clothing and gents furnishings store' in Easton, bought two lots on the northeast corner of Brookletts and Harrison Street. He paid John C. Earle $750.00. Within two years, the builder, William T. Wright, completed the elaborate Queen Anne house. True to Victorian taste, the two-and-a-half story building has an octagonal tower, gables, bays, oriels, a keyhole window and a wrap around front porch. There are over 60 windows in the entire house! A service porch was enclosed on the north side to create a breakfast room. The Chaffinches, their children and eventually a grandson, Donovan Warburton, lived in the house until 1943 when Mabel Comegys purchased it. Mabel divided the house into five apartments and added a second story over the breakfast room to make a place for a kitchen in one of the apartments. Those are the only exterior structural changes that have been made to the house.
