Description
PreMIS is a pre-hospital electronic medical records system for North Carolina. It is much more than a database of EMS information. PreMIS was designed from its very foundation to be a critical link to the future of EMS. The project began with a grant from the Department of Transportation and the Governor's Highway Safety Initiative to the North Carolina Office of Emergency Medical Services. The project was subcontracted to the Department of Emergency Medicine at the University of North Carolina-Chapel Hill with Greg Mears, MD serving as the Principal Investigator. PreMIS is currently funded through contracts with the North Carolina Department of Public Health and the North Carolina Office of Emergency Medical Services as a fundamental portion of the state's Bioterrorism Preparedness strategy.
PreMIS provides a method for each EMS provider in North Carolina to enter patient care data into a central database. There are four methods of data entry into the PreMIS database: 1) web browser using the internet, 2) customized application on a PDA, 3) a written form that will be faxed into the database, and 4) import from an established database into the PreMIS database. Other components of PreMIS include: billing export capabilities, technician and provider tracking, and an extensive quality management toolkit.
In 1996, The National Highway Traffic Safety Administration (NHTSA) published the EMS Agenda for the Future. This is the most important modern EMS document to date in that it addresses EMS as a community based health management system, fully integrated with the overall health care system. Included in these documents were recommendations on the development of 14 distinct attributes of EMS (Table 1-4). The goal of the document was to result in more appropriate use of acute health care resources, and yet allow EMS to remain as the public's emergency medical safety net. One of the 14 components addressed in the document was Information Systems.
