Kay was elected to Congress in November 1996 and was sworn into office in January of 1997 as the first woman elected to represent the 12th District of Texas in Congress. During her first term in Washington, Kay served on the Budget and Oversight Committee, the Transportation Committee, and the National Security Committee. Kay also served as an Assistant Majority Whip. She was asked to serve on two special task forces during her first term-the Healthcare Quality Task Force and the Task Force for a Drug Free America. On her first day in Congress, Kay introduced legislation to require both the President and Congress to present certified balanced budgets.
As Kay began her second term in 1999, she was chosen to serve on the powerful Appropriations Committee. Within that committee, Kay now serves on three subcommittees:
In addition to these assignments, Kay is a member of the new Select Committee on Homeland Security and serves as Deputy Majority Whip.
