College of Legal Arts (COLA) was initially founded in 1974 as Court Reporting Institute by Bill Ellis, President, who was also associated with one of Portland's leading free-lance court reporting firms.

Mr. Ellis started the college after recognizing the ever-increasing demand for more qualified court reporters. The college opened in July of 1974 in the city of Portland, Oregon, initially as an evening school, but because of the favorable response it was expanded to include a full-time day program in September of the same year.

In 1986 the college changed its name to College of Legal Arts and expanded its curriculum by adding a legal secretarial program, using the same successful formula under which it had operated in the past.
