The Obama administration has proposed a new program to help address the ongoing economic crisis, this time with the focus on energy reduction and job creation. Patterned after the highly successful Cash for Clunkers program, the new program is called Homestar, a play on the name Energy Star, a government program that promotes energy-efficient appliances. It is, however, more informally known as Cash for Caulkers.
